We owe much of our consistent reputation for quality construction to our approach of performing so much of the work ourselves. We typically self perform about 30% of the work on our projects, including all site work and concrete work.

Our ability to self perform work—combined with the benefit of owning a significant amount of heavy equipment and a large tools—helps reduce client costs and keeps our field crew in line with critical construction schedules.

Our primary focus is keeping clients satisfied by performing quality work. Such a high level of attention to detail also results in industry recognition. We’ve won more than a dozen awards in the past few years, including three consecutive ABC Washington Contractor Awards.

Our leadership team has been working together for decades.

David Costello Headshot

David Costello

President / Owner

As President of Costello Construction, David is responsible for overall corporate operations and is also involved in the management of all company projects from commencement to completion. Functions falling under David’s purview are estimating, scheduling, quality control, safety management, labor force management and general field operations.

David started in the construction industry as a teenager working as a laborer during summer recesses.The early experiences in the field as a laborer, mason tender, carpenter, concrete finisher, surveyor, foreman and superintendent not only shaped David as a construction professional, but also shaped Costello Construction as a hands on, self performing Contractor. On most of Costello Construction’s projects you can, at various times, find David in the field overseeing a concrete pour or directing the installation of a complicated culvert. His hands-on approach in all facets of the construction process and overall knowledge of the construction industry are the predominant forces behind Costello Construction.

Brian Shumate Architectural Plans

Brian Shumate, AIA, LEED AP

Vice President / Senior Project Manager

Brian joined Costello Construction two decades ago, after a successful career in the architectural industry. As a licensed architect, Brian provides a superior level of design and construction knowledge to the Costello senior management team. He is involved in all phases of projects, including estimating, scheduling, project management, safety management, subcontractor management, quality control, commissioning, and project closeout. As Vice President, Brian provides supervision of planning, scheduling, engineering and accounting on all projects.

Through the years Brian has worked on projects ranging from million dollar renovations to $30 million multi-story structures in both public and private sectors. His strong work ethic and dedication to each and every project filters down through the rest of his team. Accordingly, each project is completed to the most detailed specifications, resulting in an unwavering level of customer satisfaction. Brian is able to achieve such great success because of his background as an architect which provides him with both designer and contractor perspectives. With his experience in both the design and construction industries and his ability to pay attention to the finest details, Brian is able to resolve potential design flaws before they become construction issues. For this, Brian is an incredible asset to owners, architects and to the entire Costello Construction team.

Donna Goodman

Corporate Secretary / Office Manager

Donna has been with Costello Construction for nearly a decade and a half. As Corporate Secretary, she is responsible for Costello Construction’s accounting and HR departments. Donna manages all tasks related to corporate finance including processing invoices, pay applications and payroll.

In addition, she is an integral part of the hiring process for the company. Working her way from Administrative Assistant to her current role with the company today demonstrates her loyalty, hard work, and above all, dedication; three core qualities of the Costello work force.

Donna also assists with projects as needed. Project duties include solicitation of subcontractor bids, buyouts, processing RFIs, submittals, purchase orders, change orders and subcontract agreements.

Donna’s tenure with the company and knowledge of the industry has been a contributing factor to the success of the company.

Kevin Tarantino

Senior Project Manager

With more than a decade of construction experience, Kevin is an integral part of the team at Costello Construction. As a Senior Project Manager, he helps ensure the work performed lives up to the company’s commitment to building the highest-quality structures in a timely manner and within budget.

Kevin holds a Master of Architecture degree from the Catholic University of America, which is also where he earned his bachelor’s degree in Architecture. He also has the following certifications:

• U.S. Army Corps of Engineers – Certification for Construction Quality Control Management for Contractors
• OSHA 10 Hour Certification
• OSHA 30 Hour Certification
• Certificate of Completion – Grace Preprufe Waterproofing Training School
• MDE Green Card

Kevin is involved in all phases of projects, including, estimating, preconstruction planning, progress monitoring, scheduling, and goal-setting. Other key functions include reviewing the contractual conditions to determine the work that must be accomplished in order to satisfy the contract, acting as liaison between project field staff and the client, and determining and managing any risks associated with each project.

Maurilio Fuentes

Site Work General Superintendent

As the site work general superintendent, Maurilio is responsible for overseeing all crews and work associated with demolition, excavation, underground utilities, paving and erosion/sediment control. He schedules, directs and oversees the labor crews and maintains proper inventory for all site work.

As part of the Costello Construction management staff, Maurilio ensures that all site work is expeditiously performed to the highest level of standards. With more than twenty years of construction experience, Maurilio has been with Costello Construction since the company’s inception. His superior knowledge and field experience has played a vital role in shaping the company into what it is today.
