Project Description
Costello Construction served as the general contractor for the new Catonsville District Court, a modern, five-story courthouse and adjacent multi-level parking garage, located in Catonsville, Maryland, and developed for Baltimore County. The project totals 330,000 square feet, including the courthouse and a 5-story, 425-space public parking garage constructed as part of the overall project scope.
The courthouse more than doubles the size of the previous facility and includes seven courtrooms, two pre-trial hearing rooms, judicial chambers, and dedicated office space for the Department of Juvenile Services, Parole and Probation, and the Public Defender, along with extensive administrative and support areas. The building was designed to ensure fully separated circulation for the public, judges, and security personnel, enhancing operational efficiency and safety. A secure sally port and holding area were incorporated into the design to facilitate controlled and safe transfer of detainees. In addition to the public parking garage, secure below-grade parking for judges is provided beneath the courthouse.
Sustainable design features were integral to the project, including a high-efficiency HVAC system, low-flow plumbing fixtures, and site improvements that restore native habitat, enhance tree coverage, and manage stormwater runoff. These efforts resulted in the project achieving LEED Silver Certification. Costello Construction self-performed all site work and concrete work, showcasing the firm’s in-house capabilities and commitment to delivering high-quality, technically complex public infrastructure. The facility was designed by Ricci/Greene Associates in collaboration with Bushey Feight Morin Architects.
